A lot of the other oil producing countries began oil production long time ago. Saudi Arabia began in 1938 e.g. Most are also more like developing countries which got rich fast.
Norway is quite different as we were a highly developed country which struck oil quite late. Oil production began in 1971 in Norway and it was a very complex affair from the start since it was offshore in very deep water with complex geology. Norway was not actually having a net profit from oil production until 1978 when I was born.
By that time our policies around taxation of cars, gasoline etc was already well established. The environmental movement was also quite strong by then so oil production in Norway has basically grown up together with environmentalism.
When I went to school in the 1980s we honestly heard so much about the greenhouse effect and global warming that I got really sick of hearing about it.
It is quite ironic that this issue is still such a profound problem. My generation cannot claim we didn't know. We learned about this stuff from childhood.
