Absolutely but the server side is quite dominated by Linux and they have long focused on platform independence and open source. Thus I suspect to server stuff this transition will work quite fine.

The challenge will be the typical Windows desktop software. There are a lot of players who need to get coordinated and Microsoft has not done a great job with ARM and Windows this far.
