All cops are obviously not bastards. But when police unions representing all the cops refuse to acknowledge the problem and protect violent cops. When multiple cops stand around repeatedly watching one of their own beat up innocent people without reacting, then there is a shared responsiblity that they must accept.
If problem only applied to a minority of cops, then this would not be a debate. The bad apples would get a cold shoulder in the police force, made to quit or prosecuted. But this is not what is happening.
A majority of cops are siding with the rotten apples. Maybe that feel convenient. Maybe it is uncomfortable. I don't know. But it is high time those who take the comfortable road are force to take responsiblity and step up.
Evil will triump when good men do nothing. Either most cops are bad, or there are simply too many of the good cops who don't do anything. Well those people need to step up and demand and push for change within their own ranks.
If the outside put the squeeze on them, perhaps it can force them to take sides and act, instead of trying to play it safe.
