Don’t we already have fairly technology independent green laws? German feed in tariffs to my knowledge never said energy had to be generated by solar or wind only that it had to be green. Solar and wind won our because it was most cost competitive.
Likewise Norwegian laws don’t require cars to be electric to avoid taxes, only zero emissions. Even hybrids get benefits. Battery electric win because it is the better technology, not because we picked it.
I think the only areas which need better legislation is around energy storage. One must setup regulations which make energy storage competitive. Right now I don’t think ability to deliver power on demand is rewarded financially. That is an obvious flaw in the system.
Secondly regulation around nuclear power seems too strict. It should be easier to develop and test next generation reactors. Current regulatory regime seems to favor old and known technology too much even when never technology could be much safer and simpler.
