He was like other Christian conservatives obsessed with abstinence-only sex education. He let his religious belief Trump rational evaluation of what would be good policy in this era. All studies had for years shown that comperhensive sex education was the most effective way to reduce teenage pregnancy and reduce the spread of STDs. This approach also caused a lot of harm in Africa, which has of course had many serious problems such as AIDS, in which proper sex education and contraceptives is crucial in combatting the problem.

We had an ordained priest as prime minister and he never did anything like this. He never pushed abstience-only sex education, either in Norway or abroad. It shows that he could have a political and ideological persuation while still being a professional, something Bush failed to do.
