Health care costs are actually bound to keep growing for the simple reason that we get better at making smart phones and cars but not at nursing. As you point out, the service is pretty much better the same. That is the problem. Very little efficiency gains is possible. Thus in relative terms the cost of health care grows.

Or put in another way, the hourly wage for all processions have grown but things like manufacturing is outputting a lot more per hour worked. That is not the case for health care workers.

That is why doctors, nurses, lawyers, plumbers, repairmen keep getting more expensive in relative terms. Why repairing stuff no longer makes sense. But repair made sense in the 1950s.
