I am not sure if you think I am American. Not having a driveway is not a novelty in Oslo where I live. Lots of people park on the street as you described.

The municipality of Oslo has a lot of public charging stations on the streets in densely populated areas.

Sure in a very individualistic society this may be hard to achieve. But if people are willing to opt for collective solutions for the common good then this is not a hard problem to solve.
