I am trying to give a sensible definition in the context of programming languages. Dictionaries have to give broad definitions.

I would call COBOL and Fortran largely obsolete langauges, but if we where to take the dictionary definition literally, then you could not say that.

I think in this case it is more pragmatic to not do that. The dictionary definitions derive from the common usage of a word. The usage of the word does not derive from the dictionary. Just like the map did not create the world. The map was made from the world.
