I don’t think Carbon has appeal for developers who have a choice. I see Carbon mainly as a choice for C++ developers or those who need to use big C++ library for their work.

If you are not bound by legacy, I think developers have plenty of good choices today.

But many companies have large C++ code bases they cannot easily abandon. Carbon gives a way to transition to a more modern language.
