I link to sources and explain why European fortifications could not be matched. Historical accounts point to the fact that Europeans could easily overrun fortifications anywhere else in the world while locals were rarely if ever able to overrun European fortifications. Experience from warfare in Europe showed that traditional castles were no match for cannons and that star fortresses through numerous European wars demonstrated that they were superior.
To my knowledge there are no account of other countries building star shaped fortresses at that point in time. We don't know of any scientific and mathematical treatment of fortress building from civilizations outside of Europe.
