I think almost all habitats outside of Earth fit the polder model, for the simple reason that we are almost always dealing with pressurized habitats of limited size.
Mars may be a large planet, but even on Mars you will be forced to live inside a pressurized habitat just like a rotating habitat in orbit around the Earth or some other planet.
In all these case you have the problem that a breach of the walls in one area risks killing everybody. It is of course a bit different from a Polder in that you can create sealed off sections to limit the damage. Then again you can do similar things to control e.g. flooding.
Analogies are of course never perfect. I thought the most important part of the Dutch experience was to show that a precarious situation where life was on the line did not have to lead to oppressive dictatorship.
