I think one of the problems with your China argument is that it is a mirror of the argument climate deniers use to argue against any green policies: “oh China pollutes so much it doesn’t matter what we do”

You can use that argument to shoot down any policy pursued in Norway. Whatever we do it will be drop in the bucket compared to the impact of Chinese policies. All it does is encourage inaction.

We cannot base our strategies on China. Ultimate climate change depends on lots of small countries making sensible policy decisions which add up.
