I write about that to some extent here: While "Scandinavia" is in the title it is really a story about how geography and climate influence political institutions and political units.
Europe and China have profoundly different geography and climate. Europe is quite unique in that mountain ranges go in many different directions and are scattered about the continent. Combined with an irregular coastline in creates a lot of natural barriers which segment Europe into many parts in ways China does not get divided.
