It is a mix. Germans are really good at manufacturing and they grocery stores are crazy efficient. But digital stuff and banking looks old fashion and underdeveloped there. But Germany is not alone in that. I felt much the same when visiting the US as a Norwegian. US also has pretty complex bureaucracy. Tax returns are infamous for their complexity.

Germans work hard and fast though. Say they do construction work, it will be faster in Germany than Norway. But their society is more rigid and conservative than Scandinavian society which tends to change, adopt and simplify faster.
