Merkel did not support Putin though. We must distinguish between those trying to keep a good relation with Russia and those siding with him when human rights and democracy are in the line.

I would also as a politicians aimed to have a good relation with Putin. That is very different from directly undermining Western interests like Trump did, and failing to call him out on human rights abuses.
