No, he didn’t actually. The Nazi regime killed about 11 million and Stalin 10 million. However the stats for Nazi Germany looks much worse if you include the people who died due to WWII being started by them.
Also it might be on shaky ground to compare deaths due to hunger with that of extermination camps. If so Britain might have been even worse with the Indians killed due to starvation. It is not without reason that Churchill gets called the Hitler of India.
