No, that would not be possible as it would imply the AMD has lower watt usage than the M1. That is not the case. It as significantly higher. In max load of realistic applications it draws 65W which is a lot higher than the 10W drawn by M1 under heavy loads. And the M1 is a whole system on a chip. The CPU part itself likely draws much less.

So any way you slice it, M1 comes far ahead.
