Rape in prison is a bit special case though. That seems like an American phenomenon to me. To my knowledge that is not very common in European prisons.

So I think there is a cultural factor here and aspects of how prison systems work.

But you bring up good points. Plenty of examples of how women dress makes no difference. I saw an interview with an ISIS rapist who argued that it was just an urge that nobody could control. That they somehow had to do it. As if they had no choice.

But once you dig deeper you see these people have a fundamental lack of empathy with fellow human being, especially women.
