So what you are saying is that there was a more formalized system for training blue collar workers in Norway?

I remember my grand father, who was a printer, talk about how he went to formal education as a sort of thing mixed with his work. He had an office and I remember my dad talk about how this confused British people when I studied in Britain in the 70s (or maybe it was the 60s).

The idea there seems to have been that working class people could not have an office.
