That seems like a strange requirement. What is wrong with subsidies if a technology is important enough and beneficial enough to society?

Most tech needs volume to get competitive. Thus subsidies is very often important in the initial phase to get the ball rolling. Today wind and solar had achieved very low cost thanks to years of subsidies getting volume high enough.

Same with EVs, years of subsidies have helped get the volume large enough to make them successful.
