There are degrees of discrimination. All white people could get treated better than say black people on average while there exist a hierarchy among white people, where some white people get treated better than others.
This isn't exactly rocket science. White privilege as a concept isn't about an absolute advantage in all contexts.
It is about "all things being equal" it will generally be preferable to look white over almost any other race.
I would say this is generally true, although I think there are also many exceptions. One disadvantage whites face which few others face is that we are assumed to be racist or privileged until proven otherwise.
E.g. if you are in a car accident in Africa, then being white is aboslutely not a privilege.
But in context such as applying for a job, dealing with police in a Western country etc, then being white is a privilege. But then again many of these advantages would apply to any ethnicity in their own country. A Japanese person would have a privilege when dealing with police, employment etc compared to any other foreigner.
