There are only two chip designs released by Apple. Manufacturing is never prefect. Some chips will have broken cores. They sell those cheaper. This is exactly the same as when chips got sold with different clock frequencies. They were not different chips, just chips which performed worse or better in testing. Imperfections in manufacturing meant that some chips could not pull off the max clock frequency.
