They originate in New Zealand but has HQ in the US now. A lot of engine work is done in the US. The big thing they do at the moment is trying to get reuse working for their Electron rocket. They don’t iterate like SpaceX, so there will be a lot fewer test launches if Neutron. In fact they may be close to done by the time a Neutron is launched.
