This is just a "pretty" modernized version of old and discredited theories: https://en.wikipedia.org/wiki/Nazi_racial_theories
Consciously or subconsiously people love these kinds of theories. They love the simplicity of assuming all differences we see around the world can be attributed to some inherent genetic difference in people.
Andread Hofer is not exactly the first one to invent a variant of these "theories" and will certainly not be the last one. Economics Explained did a variant of this hypothesis. I wrote this article to explain why these ideas are so wrong: https://erik-engheim.medium.com/why-are-cold-countries-richer-than-hot-countries-1751df409a21
And my criticism isn't on moral grounds, but rather the fact that they fail to explain any of our history in a good way. Geographic considerations, history and spread of different cultures explain a lot more.
You can just looke at the profound difference in wealth and income between North and South Korea. Are we to believe North and South Koreans have profoundly different genetical makup? Of course not. They have vastly different economic outcome because they have been governed by vastly different economic systems as well as having had vastly different histories.
