Usually this preference for lighter skin developed for cultural reasons. Aristocrats would be lighter skinned that the rest of the population because they were not out in the field working.

Thus lighter skin signaled that you were rich and privilege.

It is not quite the same in Scandinavia today. Today it it seen are more attractive to have a tan. Today getting a tan costs money.
