While I’ve never done an analysis of Microsoft and job creation this seems like a quite far fetched exagguration to me. Primarily because Microsoft did no create any fundamentally new or better technology that was not already provided in some form by others. I think there is a general tendency to exaggurate the importance of individuals. Many technological advacements happen in parallell in many places.

My analysis would rather have been that the high profits enjoyed by tech companies at the time, made sure that more money got invested into this important sector. I don’t think it was always that import who did something but rather that money was available to make somebody, eventually do it.
