Yeah, deliberate scientific research wasn't done until really late. The British got shocked in the 1800s by how rapidly German science and engineering was advancing and how they were starting to surpass them. A key reason for that was public schooling and the German invention of the laboratory.

The British had taken a far more "let the market figure it out" approach.

Potentially another interesting topic to write about in the future ;-)
